I've been charged with- Driver use mobile phone handheld/ resting on body. My phone was on my lap not in use and my keys are clearly lying on top of it. I just put them there when I got in unaware that it was part of the mobile phone laws. I want to argue that my intentions were clearly just a storage area (like my pocket) and I was not using it or distracted. What are my chances?

Ignorance is not my argument. My argument is that I had items on my lap including my phone. Placed there and not in use, as good as being in my pocket. The fact that the difference between $1100 infringement and nothing is a layer of cloth is ridiculous.
