My grandchild - going overseas on holiday with custodial mother and passport holder- father claims to have put a hold on passport because he doesnt agree with proposed communication times (7pm local time, and frequency) with son away for 2 weeks

Does the child have their own passport (yet)?
Let's assume for a minute that he's not simply lying
so as to intimidate the other parent,
then perhaps he has put the child on the AFP Family Law Watch List.
The other parent can often check - there's an Enquiry Form
