can i add a gateway in my fence that is in line with my Neighbors drive way, so that i have emergency access. can i do this without asking permission. I am not intending to use the gateway i only want to add it as an emergency access because i do not have car access to my back yard.

Unlikely. Your neighbour may rightly see this is a security concern. A fence is joint property and you both should agree on what to do. Maybe offer a case of beer/whatever neighbour likes to sweeten the deal.

You raise a good point actually? Any enclosed area that lends itself to people getting trapped in an emergency is a hazard, and boundary fences may be such a hazard we rarely think about? Although the typical boundary fence is not supposed to be absolutely impenetrable in an emergency.... (although such fences will be impenetrable for the elderly or disabled)
