Invident: a neighbour called 000 due to being worried about another neighbour (she was very distressed), the 1st neighbour recorded the 000 call on her phone, which also recorded the distressed neighbour, the 1st neighbour a few days later shared her recording with a member of the distressed neighbours house hold without consent from the distressed neighbour.
Is the 1st neighbour allowed to share this recording ?
Is the person she shared it with allowed to share this recording with anyone ?

In fact, whoever recorded the call to 000
might well have committed an offence themselves.
