VIC OC changing Bin Location, can Owners get compensated?

Hi all.

Lets say an OC decides to change the location where the bins are stored.

Can Owners with flats close to the new bin location get compensated for the loss of their property value?

(ie any prospective buyer will see that the property is next to a bin storage area)
