No pay for work already none

I started a new job last month and did 4 shifts. On my last shift I was told by the Manager that they can no longer give me anymore shifts and cannot pay me for the shifts I have done because I'm not a citizen and don't hold a visa.
I understand there were changes last year which makes it so I can't work as they said even though I have been in Australia for 47 years, but can they withhold that pay?

Yes permanent residency.

Then you should be paid.

Call them back, or even better send them an email, saying you want your pay NOW.
