NSW Leaving gate open on easement

Hello all, I have a neighbour who has an easement for several hundred metres at the front of my property, from the public road there is a gate and he has another gate from my property to his.
He has recently been operating Airbnb on his property and regularly has traffic at all hours. Numerous times now I have found that gates have been left open which has let my cattle out into the public road, I am concerned about this obviously for many reasons. I am also concerned about the bio security risk to my property with so many strangers accessing it at all hours.
What are my options?

Chances are, the AirBnB is operating without the relevant approvals.
First thing is to make a complaint to Council about the unauthorised business.
Have a read of this (just to be clear - it's not my firm).
If he gets shut down, your problem goes away.
