Can a employer, by employment law, tell its employees they can not take annual leave for a full year (2017) after they have previously approved leave?

In general - no.

Hard to know however if special circumstances apply, or if the previously approved leave was conditional, or is allowed by the employment contract/EBA/Award.

What reason has the employer given for the blanket ban on annual leave?
