Apart from being stupid & irresponsible, depending on the business & circumstance, if the business is found to be in breach of that states Covid 19 safety regulations, they can be fined

Much depends on the attitude of management. Safer for your employment to make an anonymous report to a government department.

When I say 'no', from a strict legal perspective you have protections however if management want to, they will some other excuse to remove you.
