Can an executor of will change the will without notifying the other parties? The person that the will was created for is 100 years old. If this is correct can any of the parties involved change the will.

No I didn't say that.
Nobody can change someone else's will.
In special cases like incapacitation the Courts can write a new will or after you die the Courts can amend your will.
The executor named in a will has no powers until the testator dies.
