A person refers to someone using only their title ie: I do not like the Treasurer of the association, I think the current treasurer had made a mistake.

By Australian Law, is this legally referring to the person by name?

Depends on the purpose/context. Generally, no. What it is doing is identifying the person. Where there is only one treasurer of the association, then by saying "treasurer of the association" and specifying which association, you have clearly and specifically identified the person you are talking about. However, it should not be the equivalent as naming a person, just their position/role.
