I am considering acting as a distributor for CBD Oil from hemp plants.

I have Parkinsons Disease and there is much evidence this product is beneficial for fellow sufferers and for other ailments.

Is it legal in Australia - all states - and would it require testing, etc.?

It would appear so.

There may just be limitations on what you can claim that it does. The relevant law and body controlling its distribution in Australia would be the Therapeutic Goods Administration. It appears as though there is some movement toward creating a new Schedule 4 entry for cannabidiol for therapeutic use by the TGA. No, there isn't.
There are lots of claims, and a fair few anecdotes.
But there's nothing remotely resembling scientifically sound testing or empirical evidence.

I have never heard that CBD oil or CBD products are legal in Australia. Medicinal CBD products such as CBD oil are classed as scheduled drugs in Australia and can currently only be legally used by humans if prescribed by a doctor.
