NSW Moving Interstate - Get Drivers Licence?

If I can not get a drivers licence in NSW due to outstanding fines, will I be able to apply for one in the ACT when my family moves or will it be the same situation?

What were the fines for? Did you lose your NSW licence due to non payment of fines? Or have you never held one?

I have never had mine and my partner's was suspended. That term has ended but we both have train fines.
