Each Court has a different jurisdiction. In State/Federal it's usually according to what law applies to the circumstances. For example, an action under the Competition and Consumer Act (which is a Commonwealth Act) is heard in a Commonwealth Court. An action under a Fair Trading Act (which are State laws) would be heard in a State Court.
