Would it be a conflict of interest or bias if an ICL acted as lawyer/barrister for a parent on a case where an ICL was also appointed to act on behalf of the child?

Do you mean the same ICL that acted for the child, also acted for a parent on the same case?

If you are saying they are representing a parent and the interests of the child then yes, they are no longer independent.
