Yes, and yes.
Law schools in particular are quite good at this.
I know of two students who actually had their degrees revoked.
And I have personally failed several.

OfCourse they can and they do! They never don't!
They reiterate it very clearly.
We are told every semester/teachingperiod that students literally fail units because of it and one or two even have the misconduct labelled against them, on their academic record. I've had many warnings, not because of plagiarism but because of poor academic practice as my pieces and assignments are such poor quality, including my referencing and footnotes.
