SA Can NZ Company Sell Debt to Debt Collectors in Australia?

Does anyone know if a company in NZ can sell a debt to debt collectors in Australia and if so, what is the legislation they use? Also, can a debt collectors agency in NZ sell or pass the debt to the same company but located in Australia?

I believe it's the Trans-Tasman Mutual Recognition (Queensland) Act 2003 or something to that effect in each state. It will be a different corresponding act in NZ.
