QLD Who can Place a Caveat on a Property?

If someone owes money and has promised to repay when house has sold, can that person swoop in and get a caveat on the property when they don't have any legal rights to the property?
Is this situation is going to disturb the sale of property and it is part owned by deceased estate too.
