I understand the law requires advertisers to qualify advertisements by advising the potential customer that terms and conditions apply . Does the commonly used T's and C's comply with the legal acts requirement to advise the customer .

Yes.
It's an everyday expression wide use, with a widely understood meaning.

Further, using it in signage (even in very small print) is not generally a problem.
That being said, obscuring, concealing, obstructing the visibilty of, such a sign,
that can be a problem.
