I am an employee of a company that wants to write a utility software program that helps customers supply files to us. We would like the software to use ffmpeg to decode H264 and MPEG2 video files in order to extract the audio to wave files. No encoding of H264 or MPEG2 will be done, only decoding.

This software will be supplied free to our customers, at least for now and there will almost certainly be less than 100 copies.

First, under intellectual property law, are any royalties due to MPEG-LA if we include ffmpeg with our software's installer?

Alternatively, are any royalties due if we ask the user to install ffmpeg and our software simply "calls" it to do the required function?
