Andrew offered to purchase Rob’s house and gave Rob six weeks for a definite answer. Rob, on the basis of this offer, bought another house. Before the six weeks expired, but after Rob had bought the second house, Andrew withdrew his offer.

Is Andrew entitled to do this under Property Law? Is Andrew really punishable for this?

Andrew can withdraw his offer at any time before Rob accepts it. Since Rob didn't accept it no contract was formed so Andrew cannot be held to be in breach.

I need info on how Andrew isn't entitled to do this so any information on how Rob is right due to misleading information or simple contract issues will help as I need information for Rob.
