A Hypothetical:
Lets say Joe Bloggs watches a Four Corners (Government run TV show) documentary about some political event.

In the special, (eg) John Howard is interviewed, and gives a lengthy, detailed description of something that happened, who did what, who said what etc.

Mr Bloggs then makes a movie which features a dramatisation of the scene John Howard described, and the actors say dialogue which is word-for-word exactly how John Howard described.

Q: Who owns the IP of the script?

a: John Howard - who described the scene?
b: The production company, who recorded Mr Howards words?
c: The ABC, who transmitted the words?
d: Mr Bloggs, for transcribing the words?

Does Mr Bloggs "owe" anyone anything?
