If implied consent has been removed, can police still enter a property to investigate whether a crime has been committed?

Depends on type of crime and circumstances. There's a large difference between murder and jaywalking.

Say for a very minor contravene APVO allegation where it does not meet the objective seriousness threshold.

So it all depends on the circumstances?
