Hi

I live in Sydney in a property that was subdivided and rebuilt new 9 years ago. The neighbours 100 year old house was sold about a year ago and the new owner is redeveloping the property. They have discovered a clay type water pipe [not sewerage] that seems to run under the fence from my property into theirs. its broken at their end [presume during their excavation] and a lot of water seems to come out when it rains [so assume its some type of drainage].

They want me to get a plumber to investigate. Is it my responsibility / cost to resolve this under property law? There is no issue on my side of the fence.

Suspect storm water. Not sure whose responsibility it is to investigate and fix. You can ask your local council what happens in this kind of situation as they generally control storm water plans.
