I left 2 x $10,000 personal loan debts in Sydney 2 years ago and moved to New Zealand. I am planning to move to Victoria in about 6 months-ish. I am wondering if a warrant had been issued in NSW for these civil debts if the warrant will be valid in Victoria and if so how would they locate me? Could I be tracked for this through my tax file number when I begin working? Also is there anyway to find out if there is even a warrant for these?

Debtors try to locate you by using social media, talking to your friends, colleagues etc. So a pic of you with a big, cheesy grin on fb proclaiming your plans is a no no. Keep a low profile. There won't be a warrant for a civil debt, so no cops are going to be looking for you. Unless the creditor has gone to court, the court issued summons for you and then a warrant because you never turned up in court.
