VIC Traffic Law - Can Police Issue Fine Through Mail Without Stopping You?

    Under Traffic Law, can police issue a bike helmet fine by mail without stopping you or speaking to you at the time of the alleged offence?

    Yes. Sadly there's a fair bit they can do without actually stopping you.

    They can send you a fine in they mail if they pulled you over but in your case I would say no because how would they know who you are or where you lived if they didn't stop you?

    The person is known to the police as it is only a small town.
