Under Traffic Law, can police issue a bike helmet fine by mail without stopping you or speaking to you at the time of the alleged offence?

Yes. Sadly there's a fair bit they can do without actually stopping you.

They can send you a fine in they mail if they pulled you over but in your case I would say no because how would they know who you are or where you lived if they didn't stop you?
