Are workplaces allowed to restrict which managers are allowed to perform references for staff? e.g. Upper management not allowing duty managers to do reference check - only an HR manager. Even though the HR manager doesnt work with the staff needing the reference check..

Might be a dumb decision, but it's not in itself unlawful.
