Hello,
I was just wondering if I can record someone without their permission in a public place and publish it if I blur out their face so they aren't identifiable.

Because I know that I can record someone in a public place without their consent but it has to be for personal use.

Well that's what google maps does.... you can see they blur faces and number plates.
