Can you have costs assessed to see if you have been overcharged by your solicitor after you have partly paid the accunt but still have small amount outstanding?

If so, how do you have them assessed? What's the process?

Has there been a court case, and was a cost assessment part of the judgment?

If not, no. Though, in Victoria, the solicitor needs to provide a costs disclosure document before commencing work.

You should have an itemised bill and can always take it to a lawyer for cross checking :)

Yes, it's still possible. You can lodge a complaint with the LSBC who will usually undertake a costs assessment through an independent costs consultant in order to determine what are fair and reasonable costs in your particular matter.
