TAS problem with neighbour whilst renting

we re living in units
there are five units
neighbour elderly man may have dementia
he is approaching my wife whilst i am not there, wandering into house, etc
aggressive behaviour if she does not answer door
he keeps coming round at all hours, wanting to do diy, bothering us
when we arrive or leave he demands where we are going
we have no privacy
he is under same agency rental but they insist there is nothing wrong with him
where do we stand

i must add that he does all the diy for owner on the cheap and so this is a fruitful agreement between owner and man.
agency and owner said we can move out, but we have only been there a few weeks and there is an inconvenience and expense of having to move out, find a new property etc because of this

Maybe ask one of the other neighbours to help manage the guy so he doesn't bother you. If the guy has family maybe see if the family can help manage him. Maybe have the wife call one if the neighbours if the guys knocks at the door and see if they can find something else for him to do. He could just be lonely.

He doesn't sound like he's being malicious.
