Is child support allowed to access a child's bank account that is not in either of the parents names?

In short, yes. The Child Support Registrar has the power to obtain information and evidence by giving a written notice to provide wherever the Registrar considers it "reasonably necessary" for the purposes of the Child Support (Assessment) Act 1989.

It's not a breach of privacy, as it's a lawfully empowered purpose.
