Is it illegal for a mobile company to discriminate prices based on new vs existing customers for exactly the same product? Optus are giving a better deal to new customers while the existing (about to go elsewhere) customers are charged a higher price.

No, not if they're clear about it. Many businesses across a wide range of industries use this strategy to get new customers. If you want it, call them. Tell them you're an existing customer and you want the deal or you're considering swapping to another carrier. You might just get it.
