Are re-edited bills from a lease of the house to the house members a crime under Property Law?

There is an acknowledgement from the house owner that he was paying equal bills, paying equal rent and all of the responsibilities were looked after by him. It is said in most places in Australia that rents and bills are decided, so he has a right to set the bill, but his reasons for not telling to his members was that the members would never accept that and that they used to run the house by their own rules.

Most of the time, few members of the house have an issue with his decisions on the distribution of money when it comes to the grocery or any object that were brought by him or were decided that he would bring.

So what is right and wrong and solution to this?
