It seems of little value because in the context any observational inspection it is by default as seen at the time it was made. Is there any value in the law or is it "bush lawyering"?

Yes I do these inspections every day. I never use that phase as I consider it to be weasel words or an unnecessary qualification ("at time of inspection"). I'm wondering if it has any value in law?

Well logic would state that any observations are made at the time of inspection, unless specifically stated otherwise (such as by reference to previous reports). And you cannot make an observation about anything happening after the inspection - that would be a forecast or an expectation.

I'd say the use of the phrase is simply as a figure of speech. It wouldn't actually add anything as such.
