Homework Question - Can Commonwealth Apply an Act to a State-run Facility?

Hi, I was hoping someone can help me on the following question.

This is hypothetical:

The Commonwealth has a legislative head of power to enact an act. Can they constitutionally apply this act to a facility run by the state?
