QLD Finding my missing family

What avenues are open to me in finding my missing daughter and her two children. Freedom of information Dept in Melbourne refuses to allow access to their files or to provide me with any information. I think only legal action will help them and myself. Can you advise me here please?

My post is an extension of an earlier post in 2017, after which chaos descended and I accomplished nothing.
