I am not a lawyer, but I assume yes, as the driver has to be careful, although the other car was not in a specified car bay, that does not mean you are not at fault, it is same hitting a pedestrian because he was not walking on the Zebra crossing.
This is my thought, I'm sure someone would correct me if I'm wrong.
Better way to get an answer is to contact your insurance company.

Short answer, yes.


Long answer would need more information about how and where the car was parked but most likely yes. You hit a stationary car while reversing it's going to be your fault in the long run.
