On what basis can I contest a will? Can I contest it on the basis of asset value split? My mother said I could have the house but the executor wants to liquidate all assets and divide the cash. The executor was left some money and I'm wondering if this makes him exempt in any way.

Also, does contesting a will put the dissolution of assets on hold until the matter is concluded?

Not sure what you mean by the executor being "exempt". What from? Is there enough cash available to give the executor what has been left to him? If not then that could be the reason for selling the house.
