My question is: if a car made 230kw when it was built in 2006 but let's say only makes 180kw now, would it still be illegal for a p plate to drive?

No police officer is going to accept your 3rd party dyno sheet that is easily faked to say that your car is producing less power than it should.

The police will have a database of cars and you will be fined/disqualified accordingly.

Organise an exemption or wait a couple of years and you can drive whatever you like without looking over your shoulder every 5 mins. That P plate is a magnet.

It's not worth the effort.

Just my opinion being a young male driver not a lawyer.

Cars manufactured before 1 January 2010

A car manufactured before 1 January 2010 is a high-powered vehicle if it has:
  • an engine with a power output of more than 210kW

I agree - the Police will use manufacturer's specifications only. The only exemption I can think of would be if the car has been modified and has an engineering certificate. If the modifications included a change to power output, then they "could" (as in "I don't think they are required to") use the engineering certificate if it includes the appropriate data. If not, manufacturer's specs still apply.
