1. can an agency charge a job seeker a fee for finding them a job or
2. charge a job seeker a fee for just "adding them to their books" or
3. for adding them to their on-line database.
It sounds really really fishy to me. ($75 is the amount)
I'm sure it used to be illegal, but I just can't find the exact legislation.

No, it's not illegal.

Yes, it is 'fishy' and likely a waste of money. Sounds like they are taking money from the people desperate for a job.

Not unlawful, but a dead dodgy practice.
Especially when accompanied, as it no doubt is,
by some sort "We'll try, but no promises..." clause.

A little off topic but an important warning for people in Job Active or other Commonwealth programs...

If you find a job yourself and your Job Active provider starts pestering you for the details of your new employer, don't give it to them - especially if the agency offers any kind of payment or gift for that information (cash, debit cards, gift vouchers, etc).

Some agencies are still doing this in an effort to swindle payment from the Commonwealth for finding you the job, even though you found the job yourself and the agency had nothing to do with it.

If you do give them any details, you could find yourself in the middle of a fraud case against the Commonwealth. It's not worth the risk just to get a free gift card or whatever it is that the agency offers.
