If one party threatens to withhold the children during time that they are meant to be with the non-custodial parent, is that a contravention in itself, or does one have to wait for the contravention to occur before taking action? The specific example is that the orders are for one week each during a fortnight of holidays, but custodial parent believes she has grounds to withhold them for 1.5 days.
