Is any crime committed in the act wherein somebody contacts another person, with the intent of setting up an illicit drug purchase, with the person who initiated contact as the buyer? If not, could one still report the situation?

Using your phone to buy drugs can see you charged with possessing anything used in the commission of a crime.

For instance, police arrest a drug dealer go through there phone and find text messages from you trying to purchase drugs so they come knocking on your door to charge you.
