Can a police officer or a council ranger issue an infringement notice for not stopping at a stop sign that has been placed on a fence within the boundaries of a private property by the owner of a fruit shop who has done this to help its patrons leaving the car park?

I've done some research can't find the correct answer

I don't practice in NSW, but the law would seem to indicate yes.

Road Rule 68 provides that a driver must stop for a stop sign (uncontroversial..), and one of the examples given is a stop sign on an exit from a carpark where the exit joins the road.

There's no qualification that it has to be a public carpark, so I would infer that private carparks have the ability to put up a stop sign.

You can receive an infringement notice if you breach Regulation 68 - that is failing to stop at a stop sign or stop line that is on a road or road related area. A road related area is defined in the road rules (reg. 13) and Includes any area (that is not a road) that is open to or used by the public...... for driving or parking vehicles

So I reckon in this situation if the stop sign is in the carpark or on the driveway between the carpark and the road, you can be penalised if you don’t stop.
