I am a tenant renting a house. The pipes here are the old clay type and are being invaded by tree roots and being blocked. Me and neighbouring houses have had raw sewage back up into the yards from the sewer. When Council uses their eel to clear the pipes, sewer water and extremely foul smells spray up from the toilet. Council knows of the problem but the replacement of the pipes is expensive, needs to be budgeted and is 12 months away. I have 8 months left in the lease with a real estate agent. I seem to be in some sort of grey area as Council is responsible for the pipe blockages.

If the house is not liveable because of poor sewerage you may be able to get out of the lease early. But talk to your agent first. If you move without agreement you may face having to pay rent on a place where you no longer reside.
